Opinion The Peopleʼs Power, 45 years of the cornerstone of socialist democracy in Cuba

As a result of a process of years that matured gradually, on October 31, 1976, the 169 Municipal Assemblies of People's Power were established in Cuba, a transcendent milestone in the conformation of the country's institutional framework.

Supported step by step by the Magna Carta of the Republic, the unprecedented experience of four and a half decades ago, continued to enrich itself throughout that period, under the premise that the system of organs that make up the People's Power was in function of serving the people, in close connection with it.

In this lies the essence of participatory democracy in the largest of the Antilles, which although at one time had in the offices of the delegates of the People's Power with the voters, and in the accountability assembly in the constituency the main spaces to channel the concerns of the population, it requires new ways of doing in order to strengthen the management of local governments, revitalizing their close ties with the people.

In their primary structure and the rest of their links, these bodies are called today to perfect methods and styles of work and to strengthen the spaces where delegates render an account of their management to those who elected them, who by law also have the power to revoke them. your charges.

In various spaces, the first secretary of the Communist Party of Cuba and President of the Republic, Miguel Díaz-Canel Bermúdez, has reiterated the need to temper the Local Organs of People's Power to other circumstances that have opened new communication channels, as exemplified by the meetings in the neighborhoods led by the country's leadership, where, together with interactive dialogue, lines of action are specified in which residents take an active role.

In correspondence with such realities, 45 years later, renewed ways of doing things are integrated into the management of Local Governments. It is about breaking the routine, of being creative, in pursuit of those urgent transformations that demand the participation of all, since certainly Democratic Socialism is a collective subject, not an individual one, and this is what the Constitution of the Republic dictates in one of its articles. by stipulating that sovereign power is there, in the people.

At the recent closing of the Seventh Ordinary Period of Sessions of the National Assembly of People's Power, the President of the Republic, Miguel Díaz-Canel Bermúdez stressed that actions that stimulate popular participation are important for the defense and development of socialism, because it constitutes its essence and safeguard.

This priority for which the country's leadership advocates with respect to the improvement of the material and spiritual conditions in the communities, implies sustainable changes over time as well as in the methods and styles of work, experiences called to be extended to all the territories of the country. country.

As citizens, it is up to us to continue defending the concept of Popular Power, seeking democracy and participation with work in the neighborhoods, which means that there are spaces to debate, propose, and implement actions, then there will also be transparency to control, to be accountable and to advance.

Four and a half decades after being established, it is time to revive the management of the Local Government Bodies, based on high levels of popular participation.
