G77+China will be able to print new dynamics at COP28


Havana, Nov 23.- Cuba will attend the 28th United Nations Conference on Climate Change, COP28, in its capacity as president of the Group of 77+China, which can generate new dynamics in this type of meeting.

The event, from November 30 to December 12, will host a summit of leaders of that bloc that will analyze the current environmental context and provide guidelines to the negotiators of global agreements, which will be approved and lead to national policies for adapted development. to the climate.

The Minister of Science, Technology and Environment, Elba Rosa Pérez, recently reported that the largest of the Antilles will attend with a large delegation, made up of representatives of organizations of the central administration of the State, given the responsibility it assumes before the G77+China, the space for consultation that brings together the largest number of countries.

Also for the first time it will have a Pavilion in which it will present its main results in terms of adaptation, reduction of vulnerabilities and use of science to generate its own knowledge with a local dimension.

Likewise, it will present its achievements in reducing greenhouse gas emissions, associated with energy efficiency and the appropriate use of climate financing.

She commented that the COP28 agenda will include a forum dedicated to nature and health due to the impact these issues have on finance, gender equality, land use, food, water and agriculture.

Pérez Montoya highlighted the complex international scenario in which the Summit will take place due to the concurrence of several global crises and the little progress in relation to the Paris Agreement adopted in 2015, with many of its issues without concrete implementation, despite the fact that the evidence of the effects of climate change is very serious.

COP28 will confront the unconstructive stance of the rich countries, the most polluting of the environment as they are the largest historical emitters of greenhouse gases, and the most reluctant to materialize the financing fund for the climate, technology transfer and building capacity to help developing nations.

Likewise, it will make the first global evaluation of the Paris Agreement, a topic rejected by the great powers led by the United States, because they do not want what has not been fulfilled to be analyzed, in a year in which the financial budget to confront climate change decreases by 15 percent. 

However, COP28 is a crucial opportunity to take the right course and accelerate action to address the climate crisis, taking into account the global temperature records and extreme weather events affecting the planet's population, and chart the action plan to dramatically reduce emissions and protect lives and livelihoods.

United Nations experts assure that the science is clear: to maintain a bearable climate, coal, oil and gas production must be reduced as soon as possible and renewable energy capacity (wind, solar, hydraulic and geothermal) must be tripled by 2030.

At the same time, a substantial increase in financing for adaptation and investment in climate resilience is required, a decisive current problem.

Regarding this urgency, the Secretary General of the United Nations, António Guterres, considers that as the reality of climate chaos hits communities around the world with increasingly ferocious floods, fires and droughts, the abyss between need and action is more threatening than ever.
