Council of State approves two decree laws and follows up on the implementation of programs of interest (+ Photos)


Havana, Nov 27.- The decree laws of the Special Social Security Regime of the Agricultural and Forestry Sector and the Special Labor Regime of Persons Deprived of Liberty who work inside or outside of Penitentiary Establishments were approved by the Council of State in its ordinary session this Monday, headed by the president of this body, Esteban Lazo Hernández.

The first of these regulatory provisions extends the coverage of social security protection to the agricultural and forestry sector, through a unique special regime, of a contributory nature, which covers in a coherent and uniform manner, all the contingencies recognized by the general security regime. current social situation in the country.

Its objective is to group together in a single legal body all subjects of the agricultural and forestry sector, protecting those who do not receive the benefits of the special social security regime, expanding the coverage of risks and standardizing the treatment with the state sector,” said Marta Elena Feitó Cabrera, Minister of Labor and Social Security, in her presentation. With the adoption of this standard, universal social security coverage is achieved for all workers in the country.

Meanwhile, the second decree law issued establishes the special labor regime applicable to Cuban or foreign natural persons, who are serving criminal sanctions in penitentiary establishments, who join work inside or outside of said establishments during the criminal sanction or precautionary measure of provisional prison imposed.

In this sense, this norm "regulates the legal employment relationship established between the person deprived of liberty capable and willing to work and the penitentiary authority for the development of a subordinate paid labor service; It also applies to those who are serving a precautionary measure of provisional detention in the Cuban prison system; and the activities that are part of the educational process in the penitentiary establishment are excluded," the text states.

Homero Acosta Álvarez, secretary of the National Assembly of People's Power and the Council of State, pointed out that this last provision is deeply advanced and revolutionary, respectful of work as a constitutional right of all people capable of working, of great humanist scope and with a higher normative hierarchy; as well as it is in accordance with the international standards that regulate this matter.

On the agenda of the session of this body, the measures approved as a result of the exercise of the highest supervision of the Ministry of Energy and Mines (MINEM), developed by the National Assembly of People's Power from January to June 2022, which resulted in 13 recommendations associated with the fulfillment of its state functions and public policies.

"The organization, to comply with the recommendations made, approved an action plan with 28 measures, of which 12 are fulfilled, two are in the process of compliance and 14 are periodically checked as part of Minem's work systems," said Vicente de la O Levy, head of Energy and Mines, at the beginning of his detailed presentation regarding the implementation of each of the recommendations issued by the Cuban Parliament; as well as the actions designed to comply with the policies, programs and projects that contribute to the fulfillment of the state functions of the Ministry.

The information related to the recovery of the National Electrical System, maintenance and repair plans, oil and gas production, the investment process, and the situation of the workforce in this decisive sector were evaluated with special care by the Council of State. , the policy for the prospective development of renewable sources and the efficient use of energy, among other aspects of maximum interest to the Cuban population due to its direct impact on the well-being of our citizens and the economic-social development of the country.

How is the implementation of the Families Code and the improvement of the activity of attention to the population in the organizations of People’s Power going?

The Minister of Justice, Oscar Manuel Silvera Martínez – together with speakers from the Supreme People's Court, the Attorney General's Office of the Republic, the National Organization of Collective Law Firms and the commissions of Constitutional and Legal Affairs and Attention to Youth, Children and Equal Rights of Women of the National Assembly of People's Power - presented a vast report on the results of the implementation of the Families Code, in the period from September 2022 to October 2023.

He delved into the main actions developed, with a view to expanding the capacity to respond to the demand for notarial and registry services; training; communication to internal and external audiences; control and coordination and cooperation relations with other bodies, agencies and organizations on this topic.

After analyzing this topic, the speakers stressed that the implementation of the Family Code is progressing positively; Communication, preparation and control actions have been carried out by the institutions, an issue that has allowed the correct implementation of this broad, revolutionary and complex legal norm, which requires preparation and high work performance from jurists and other professionals involved in this task.

We must all insist on institutional communication in each of the various aspects of the Family Code. Only in this way will our people continue to expand their knowledge and achieve the exercise of their rights and guarantees in our families,” emphasized Silvera Martínez.

Subsequently, the Secretariat of the National Assembly of People's Power reported on the actions to improve the activity of serving the population in the National Assembly and the Municipal Assemblies of People's Power.

At this point on the agenda, it emerged that, in these local bodies of People's Power, 20,428 cases have been attended to, 13,460 of them by interview (66%), 3,778 (18.5%) by telephone, through letters. 1 803 (9%), emails 1 102 (5.4%), postal mail 162 (1%), social networks 101 (0.5%), website 12 (0.1%), press 8 (0 .03%) and other media 3 (0.014%).

Homero Acosta specified compliance with the mandates in the provisions of the decree laws issued by the Council of State in 2022. Finally, the members of the Council of State approved the proposal for control and supervision of this organization to the National Institute of Hydraulic Resources, which will be carried out in the first quarter of 2024 by the permanent work commissions of the National Assembly involved.
