Cuba among first signatories of Convention against Cybercrimes

Havana, October 25. - Cuba became today one of the first countries to sign the United Nations Convention against Cybercrime, whose opening ceremony for signature took place at the National Convention Center in Hanoi.

The so-called Hanoi Convention, adopted in December 2025 after five years of intense negotiations, was signed by Cuban Minister of Justice, Oscar Silvera.

The document consists of nine chapters and 71 articles in which cybercrimes are typified and mechanisms for international cooperation in matters of investigation, extradition, seizure and handling of criminal assets, witness protection, and support for victims, among other aspects, are outlined.

Silvera held a meeting the day before with his Vietnamese counterpart, Nguyen Hai Ninh, who stated that, despite the many changes that have occurred in the world, the friendship and solidarity between Vietnam and Cuba remain unchanged and are strengthening and consolidating more and more.

The Vietnamese minister also expressed pleasure that both parties signed in Havana last August an agreement on the implementation of the Technical Assistance Project to the Cuban Ministry of Justice to strengthen the capacity for drafting and applying laws.

Silvera, for his part, commented that the Cuban side is actively working to approve the Project and committed to coordinating the development of various activities in 2026, including the exchange of delegations, conferences, seminars, and research on legal issues. (Text and photo: PL)
