Camagüey, September 24.— Strengthening oversight and legality are key to the country's harmonious development, as they are essential tools that help prevent the breakdown of the necessary order, given times of complex economic and social adversity.
The variety of contractual scenarios that have emerged in recent times requires protecting current legislation, although, unfortunately, in the current context, known deformities continue to emerge, becoming breeding grounds for criminal activity.
Miguel Catalá Borges, provincial chief comptroller, states that the general regulations for the implementation of internal controls in state institutions have been supported since 2011 by Resolution No. 60 of the Comptroller General of the Republic.
The executive stated that the essential mission of this mechanism is to become an instrument for administrative departments to achieve efficiency in their management, but he clarified that many misinterpret this process, since its strategic role is to ensure compliance with what is established.
"It's essential," he said, "to have everything set up according to procedures, and it's vital in this sense that those in charge of this mission know how to do it. Furthermore, and the other distinguishing feature, it's mandatory to have a risk prevention plan, which includes both internal and external risks that may arise."
He considered the need for "greater systematic application of the regulation establishing supervision and monitoring because it contributes to ongoing evaluation and making appropriate corrections, and for that purpose," he pointed out, "there are oversight and oversight committees in each workplace."
“It cannot be assumed,” he said, “that internal control is exclusively a matter for leaders; it concerns all workers.”
Edismar Martínez Hernández, chief prosecutor of the Criminal Prosecution Department of the Prosecutor's Office in Camagüey, recalled that "this body is the only one with the power to enforce the law and restore violated legality by taking measures against those who commit crimes, both administrative and criminal."
He maintained that, as a premise, they also aim to educate through oversight actions that are sometimes carried out by following up on certain matters to prevent any type of criminal act.
