Minjus promotes digital transformation to strengthen legal security


Havana, Nov 6. Promoting a culture of control, government management, and respect for legality in public administration through the strengthening of public records and the legal security these institutions provide is part of the goals set by the Ministry of Justice (Minjus) to continue advancing its integration and improvement.

At the second National Workshop on Public Records, future actions highlighted include enhancing the training of public officials who manage and administer public records and disseminating the process of each registry, its scope, access methods, procedures, and the benefits they offer to citizens.

Oscar Manuel Silvera Martínez, head of Minjus, emphasized that the main objective is to ensure that each registry fulfills its mandate and specific functions in accordance with regulatory requirements.

Among the main challenges mentioned is the need to work systematically and continuously to meet operational demands, from regulatory adaptation to digital transformation.

In this regard, the Minister of Domestic Trade, Betsy Díaz Velázquez, recalled that since 2018 the need to digitize this system was evaluated, which today is part of the Soberanía platform, and noted that the process has allowed the concentration of key information in which 99% of households and 97% of consumers are already digitized.

The Minister highlighted that the Consumer Registry maintains an interrelation with the Civil Registry, which allows receiving immediate and automated information about births and deaths, speeding up procedures that previously required citizens' physical presence.

Similarly, the director of the Registry of Movable and Immovable Property and Legal Persons at Minjus, Alicia López Pérez, stated that the implementation of the policy to Improve the Registry System requires greater priority, not only as a government task but as part of a national science development program. It is one of the fundamental pillars for digitizing society, expressed in the Soberanía government portal and closely linked to the Citizen’s Unique Record, which constitutes the interoperability platform for identifying natural persons in the country's Public Records System.
