Cuban Sports System Law published in Official Gazette


Havana, Jan 13 - The entry into force of Law 179 of the Cuban Sports System (SDS, by its Spanish acronym), published this Tuesday in the Official Gazette No. 3 (Ordinary), will strengthen the institutional framework and development of the sector, according to authorities from the National Institute of Sports, Physical Education, and Recreation (Inder, by its Spanish acronym).

At a press conference, Raúl Fornés Valenciano, First Vice President of Inder, stated that the purpose of the law is not only to have a legal framework governing the system but also to enable addressing the obstacles of the sports movement to progress from the grassroots to high performance.

He explained that starting this coming Thursday, a tour of the country will begin to exchange views with directors and specialists on how the implementation process of this document should proceed, based on the characteristics and conditions of each province.

He emphasized that the regulation, which will be effective starting May 13 of this year, includes among its content academic management, the treatment of sponsorship and advertising, access to revenue sources that promote the recovery of sports infrastructure, as well as care for sports legends and personalities from the sector.

Karel Luis Pachot Zambrana, Legal Director of Inder, underscored that this law stands out for being modern, inclusive, robust, transparent, and guarantees the exercise of the rights of the subjects participating in the SDS.

He added that it also identifies and conceptualizes the Cuban Sports System, its foundations and activities; establishes the objectives, principles, and levels of organization; and recognizes the role of other social and economic actors in the development of physical activity.

He stated that the drafting of this law has involved state agencies and entities, as well as mass and social organizations, other non-profit associative forms, and natural and legal persons.

He reiterated that this order is the result of an extensive consultation process throughout the national territory, reaffirming that sport is a right of the people.

The legal provision has as its theoretical bases the Constitution of the Republic, the norms regulating the work of national and foreign sports associations, as well as the international treaties to which the Cuban state is a party, he specified.

This law, which is the first of its kind in the nation's history and was approved by the National Assembly of People's Power last July, is structured into five titles, 26 chapters, 43 main sections, 253 articles, and five final provisions. (Source: ACN)
