
Havana, 28 Jan. - One of the most sensitive segments of a country’s population are children, adolescents and young people, not only because they are fragile in the face of certain threats, but also because their formation and care will determine to a large extent the prosperous future of the country.
In order to incorporate the best interests of the youngest at home as a guiding principle of family relations, as well as to support the protection and respect of their rights and promote their participation in decision-making that concerns them, the Code of Childhood, Adolescences and Youthwas recently approved by the National Assembly of People's Power.
The two books encompassed by this legal instrument contemplate a comprehensive protection system with its respective subsystems for children; and for young people, a system of attention and promotion of participation is established, placing them as the main actors of their own development.
Among other novel aspects of the Code is that the primary interest of children is weighed alongside other legitimate rights and interests present in each matter, particularly whenever they correspond to the possibility of forming their own judgment, their progressive autonomy, and degree of development.
Regarding children in situations of disability, it is established that they have the right to name the supports that allow them to make decisions on matters that concern them.
Furthermore, public policies and legal norms aim to recognize and accept the existence and multiplicity of disabilities, prevent abandonment and negligence regarding care.
The regulation also establishes a specialized protection subsystem against violence, including the definition of care mechanisms and the duty to report for institutions, entities, and individuals.
This law makes it possible to look at reality, to seek implications in each concept that may be close and for which one cannot look the other way, because all citizens must be responsible for its implementation.
It is not enough for the country to have a robust legal system and institutional responsibility; it is necessary for it to be well implemented to establish the true protection of them, those who are the hope of the world. (Text and photo: ACN)
